I have read on tpg that expert flyer will notify you before the upgrade are processed by aa so tpg is not correct.

I did found C1 on a flight that I was waitlisted but by the time I called it was gone (probably to someone higher on the waitlist).
If I have called immediately upon release of the C would have been able to be upgraded before other people on the wait list ??

Well it certainly can happen where you get an EF notification before the waitlist processes, but it can also go the other way where it processes without ever receiving an EF notification. Again it's really just random luck of the draw depending on the timing of when AA releases C space vs. the EF batch search process.

If you are waitlisted for a flight and receive an EF notification, when you call AA some agents will not process the upgrade and tell you to wait for the waitlist to process, while others will upgrade you immediately (potentially jumping the queue, yes).

thank you very much for the info. I was surprised but pleased to see an upgrade cleared that early.
