$.032 is 3.2 cents, so yes, it is different than .032 cents
$.032 is .032 dollars, or 100 times .032 cents
We all all buy like to buy miles at .032 cents....... 3.2 cents, no so much.
A few years ago, when AA was losing tons of money, a bunch of us here were able to find flights were we could get a plane ticket and get miles for under 1 cent per mile (Coast to Coast quadruple miles for $100 or less)

$0.032 is 3.2 cents not 0.032 cents. If .032 cents was written in the same format as $0.032 it would be $0.00032. The first is not that good of a deal when it comes to buying miles, while the second is an exceptional deal when it comes to buying miles.

I totally agree that it's an awful deal, unless you need a specific number of miles for a specific award and have no other convenient way of getting them in the timeframe you need.

Or you aren't an FTer and think you are getting a good deal to go with your credit card offer.

The best deal is 150000 + 100000 bonus for a total cost of 4311.19 or 1.72 cents per mile
Special ends June 30 - This includes a 10 percent discount and bonus miles
