My friends plane was just diverted to JFK
Is it fair to ask for a taxi voucher? Best way to handle this?

EWR is open again though operating with significant delays. I just saw a Jetblue flight heading for EWR from JFK, so some of the planes may be repositioning now.

To your question, it can't hurt to ask for the voucher but AA would arguably be justified if they decline, as the diversion was outside of their control.

I think the contract of carriage obligates them to get you to your final destination, although presumably that could be by shared van, or (multiple!) flights including an overnight (at your expense), etc., and in the end you're better off just taking the cab + sending in your receipt + seeing what they say.
