EXP upgrades on award tickets?

EXP upgrades on award tickets?
Does anyone know when this officially tales affect? It has been several months since they made the "later this year announcement" I have had some success doing it at the gate but it would be much better for it to be process automatically so PLT or GLD don't get upgraded in front.
