Should AA separate the loyalty and rewards parts of AAdvantage into two programs?
 
Since AA has chosen to massively devalue its rewards side of the program, I've become a passive AAdvantage mile user. I'll still use my Citi Executive card for AA purchases, but I otherwise don't use the card other than to keep it around for AC membership purposes.

I do however like the Elite Status side of the program, and as a Platinum member, have been able to get upgrades here and there (ironically, all on the A319 of all planes...), and I do appreciate the OWS benefits on international travel, and the MCE benefits on domestic is great as I can get on and off the plane quickly.

Should AA de-couple the two sides of the program like BA and CX have?

I think it would be better if AA could have two programs, one entirely focused on loyalty and the other focused entirely on rewards.

It's getting quite convoluted now as sometimes when I call into get original routing credit, I keep running into clueless agents who repeat the line "miles are now spend based, so it won't matter at all" and I have to keep explaining to them that I want ORC because it makes a difference in my EQMs and MM miles, and agents keep saying "a mile is a mile" and have no idea about the difference between EQ, RD, and MM miles.

I can't speak for CX, as I do not know their program, but in which way had BA decoupled the loyalty and rewards sides?
I know of one airline that has had a decoupling for decades and that's SQ. You can earn status (PPS) while not earning a single mile with them.

Short answer? No way. Been through that with Air Canada and Aeroplan, and can say it was and continues to be a total disaster. You end up dealing with two different companies for every transaction...whether that is earning/using points or elite status. Try reconciling missing points/elite credits or having written policies applied, especially when one side only blames the other for an issue and tries to wash their hands of it. You'll run into the epitome of dysfunction characterized by endless days/weeks of back-and-forth. At least this was my experience with AC. If you haven't already, just ask your question in the Air Canada forum and poll the members there on how well it's worked out for them.

No thanks. If AA were to do that, I'd strongly consider jumping ship.

You don't have to explain to the agent why you want the ORC. Just insist on receiving it. Period.

AAdvantage is already two separate parts - one part focussed on elite qualification (loyalty) and the other focussed on earning redeemable miles (awards). Each part has their own earning methods. The difference from Air Canada is both parts are under the same company.
