Boeing 787-9 Main Cabin and Main Cabin Extra Seats and Service
The 787-9 stretched version of the Dreamliner entered service October 6, 2016.
The aircraft accommodates 207 Main Cabin seats plus 27 Main Cabin Extra seats (for a total of 234 Economy seats)

Which seat is best for 787 Premium Economy SYD-LAX?
Basically deciding between 9H (bulkhead) and 10H. Is bulkhead good or bad in this configuration?

I have not flown PE on AA but everything I’ve read suggests that the bulkhead is where you want to be due a full leg rest. The other rows only have a small foot rest.

In this config I flew in 9J. The person next to me could get out without bothering me. Lots of legroom and there was a leg rest, I wouldn't call it a full leg rest but at 5'9" is was ok for me. I would choose this seat again.

I haven't flown in PE but I will add that anytime there is a 2/3/2 format I tend to pick an aisle in the middle 3 seats. The reason being is sometimes you get lucky and the 2 seats next to you are filled with a travelling pair so the middle seat (you'd think) passenger will get up and pass their travel partner. Doesn't always work out but you know for sure that choosing an aisle in one of the 2 window seats is going to need to get up. Sounds like with bulkhead seats here it isn't a problem but something to consider.

Quick question: One of my biggest complaints on WT+ on BA is that the window person often uses the seat in front to leverage their aisle access. I've actually started booking the back row due to the prevalence of it. I finally snapped on a redeye last year when an older woman used my seat as a pull-up bar multiple times just so she wouldn't wake up her DH. Is the AA Premium Economy section of similar makeup?

Yes, 9H has legrest. On the plane now. Am agreeing with above comment that 9J is better - reason more shielded from galley and lavatory.
Also, as others have reported, meal service sub-par relative to Virgin Australia. I found Virginia Australia PE meal service to feel a lot like business. AA on the other hand feels cheap e.g. drinks in plastic, they rush through with garbage bags like in economy etc... However leg rest (at least in bulkhead) is a leg up (pun intended?).
