I was able to receive the exact language of the company policy from American Airlines today via Twitter regarding PDB's. I was actually quite impressed they followed up with me regarding a conversation that started a few days ago. I also received a nice note from Hector Adler who I also reached out to who said that pre-departure services were discussed at great length at a meeting late last week. Let's hope things begin to improve and if not we continue to press the FA's to follow company policy.

Fake out PDB thanks to a late arriving FA on LGA-ORD.....first row offered full PDB then they were offered water/OJ only along with the rest of us due to “our late start”. We actually boarded on time but our lead FAs got swapped out after boarding which I’ve never seen before.
To be fair it doesn’t sound like being late was her fault since AA didn’t give her much time to get to LGA.

LAA SKB-MIA and water only as seen from MCE (DC based crew).....we also spent nearly two hours on the ground at MIA after landing waiting on a gate.....totally ridiculous.

The LUS crews seem to consistently offer PDBs (with open bar!).
With the LAA crews it's usually either nothing at all or they offer a tray of water and orange juice. When asked by a passenger for something else, they say something to the extent of "just water and orange juice for now, other drinks after takeoff". Essentially, a more polite way of saying FU.
This has been my consistent observation over the last 3 years.

I’d be happy with water, white or red wine.....not that difficult since you pour from similar bottles with twist caps (at least for most of the wines I see in FC).
