In your example, it was a booking on AA not JL - different airline, different rules

AA doesn't have the sane airline restrictions as JL

I am not sure what you think is incorrect about the statement "AA doesn't have the sane airline restrictions as JL"

checking AA's fares , the restrictions on airlines that can be used for a flight from NRT-KUL are not the same as the restrictions that the fares issued by JLhave

Nothing incorrect at all.
There is definitely an air of insanity with the AAward "published fare" rule, where its implementation is a toss-up.

That sometimes rules do not get fully applied is just fortunate - if planning based on having to comply with rules, anything else is a plus

In this case, the governing carrier is JL and its rules are what is relevant - that another carrier's rules would permit that routing doesn't see insane, just different

As i have repeatedly pointed out, based on years of flying JL revenue tickets, there are few if any JL fares that have ever allowed combination with CX metal in Asia. Yet look at the JL and CX redemption threads, they are filled with people mixing JL transpac with CX intra Asia. It’s just not clear to me that this rule is what is stated in the wiki. Beyond JL, every post of mine in this thread save a couple is posting awards that AA issued that dont meet the supposed published routing rule. I’ve gone from thinking it just wasnt being applied to me to feeling pretty confident that it isnt a blanket rule and there are clearly come carrier combinations that are permitted even without meeting this rule.

When you typed "sane" and I assumed you meant "same", I wondered whether that was a Freudian slip. That's in no way asserting that anything you said was incorrect.

this prices as 2 awards. Based on the wiki going from Oceania to Asia 1 via Asia 2 is permitted. I wonder why. Does anybody have clue?

For AA awards you need a published fare. Doubt there is published fare for that route.
Is this in 1 continuous trip? Or a stopover (+23:59) somewhere?
JL & QF fly from SYD to Japan (various airports)
