Absolutely 100% accurate, however it's unfortunate that the rulings that tariff or res agents sometimes make in these situations (or even GA's or other airport agents for that matter) are not.

I have had cases where tariff incorrectly stated that standby was not permitted even though the fare rules permitted it. I've had the converse happen as well.

If you understand the fare rules, and JDiver's advice to store and/or print them before traveling, are probably useful, definitely press for a verification or clarification if the agent refuses the standby. But sometimes leaving it as simple as asking at the gate of the desired flight, "Any chance on a standby seat opening up?" and passing your BP over the counter is all that's required.

Don't over-complicate the situation with pesky details.
