Yes they do. With in an elite tier:
1) Y/B Fares have a priority on the upgrade list above all other economy fares.

I think this is true....I'm always #1 on the upgrade list when booking through aairpass which books into Y - and I usually book the day of.

I only do a domestic red eye for my kids.

There are many refundable tickets in classes other than Y & B which do not get upgrade priority.

All I said was that Y/B fares had a priority on the upgrade queue with in an elite tier. Nothing about other fare buckets getting priority.
