If you want to research all carriers be free to do so. The regulations for travel where DOT rules apply are as nicely explained by CX ( which then details its policy )

If the OP has an eticket that states that the allowance is one piece, then this is a perfect valid situation and what it states is what matters. Turning up with more than 1 piece then can expect to be charged

Airline IT systems are not infallible. The OP has a good argument for 2 free bags.

The CX explanation is an utter, total mess.

The CX explanation is about as clear as it is possible to be plus is accurate

The only argument that the passenger has is for that which is stated on the eticket, nothing more
