I would say pretty low. It’s not even daily now, and the schedule is published out until the end of October. November and December are quieter months, minus the rush at the end to get back to Japan for the new year.
Then again if Japan does open up, there might be increased demand, but looking at the current schedule IAD is low in terms of priority. Even JFK has only one a day, and last time I took a flight week ago it was packed, even in F.

IIRC the plan was to shift IAD flights from NRT (NH1/2) to HND (NH101/102) in late March 2020 with the allocation of several new HND slots, not add a second IAD frequency. Barring a major increase in WAS-TYO demand, I'd expect that still to be the long-term plan, i.e., adding NH101/102 would come at the expense of NH1/2.
