Interline Question - domestic NH Y to intl JL J
 
Greetings!
I will travel with my friend on the same ticket FUK-NRT in NH Y, and I will continue from NRT to an intl destination in NH J (different PNR) and my friend similarly but in JL J.
My question is - Will my friend be able to through check two bags from FUK? Or even three (JL's allowance)?
I know NH and JL do have an interline agreement, but since this trip starts with the segment with the lower allowance (NH domestic 20 kg), I want to know whether JL intl J's allowance can apply. NH's phone agent told me she did not have a certain answer. I might try again in hope of reaching their Japan-based call centre.
Any help is appreciated!

Technically, you friend is subject to the NH weight and piece allowance for the domestic flight. Since connecting to JAL, my best guess is that ANA is by the rules and will charge for excess luggage for anything beyond the ANA allowance.

Second that. ANA will charge you for the required fees FUK-NRT. JAL ticket/status has no bearing on ANA. Friend should rebook the domestic flight into JL if possible.

Most likely I will just try to short check one bag for my friend at FUK under my ticket and she picks it up at NRT.
