Update on same-day confirmed change fees? (MVP/G only?)

Update on same-day confirmed change fees? (MVP/G only?)
Has there been any policy change lately regarding the $25 same-day change fee for confirmed seats? I routinely make use of this option, and the behavior I've always seen is:
Flights available BEFORE confirmed flight: standby for free, confirmed for $25 (space available)
Flights available AFTER confirmed flight: confirmed for $25 (space available)
Checking in today for AS4 tomorrow morning, I clicked the option to change to an earlier flight and saw this:
I've never seen the option to alter flights to a confirmed seat for free. Is this a new fee waiver for elites? Or just because there's so much room on the flight? Some other reason?

I've seen this a couple of times too. Every time my original flight was full/oversold, so I think it's just a very smart feature of Alaska to try to move passengers from a full flight to a less full flight. It would let them open up and sell more seats on the full flight.
