You can find free, unlimited time street parking on Anthony Road, just off Eubank Road near the Doubletree Hotel and within a 7-10 minute walk of the RIC terminal. It's right alongside one of the economy parking lots, so if you prefer, you can just hop on the parking bus if you don't want to walk.

This area is not very well lit at night, however, so I'd only recommend it if you're going to arrive and depart from RIC during daylight hours.
