An AC aircraft at LAX was hit by a food truck. At YYZ, a BR 777 backed into a lighting pole. Other aircraft have backed into each other, the fence. One brand new LO 787 got sliced and diced by an AC bird at YYZ and was placed in the hangar for a long time, bed rest and surgery required. I wonder where the wing-walkers are.
I thought it was general practice that inventory permitting, almost all airlines will sell/lend parts to the others at need, right?

Key phrase 'more common that you might think', which is not necessarily 'common' (however that could be defined for this incident).
Given the extraordinary number of flights and ground movements everyday day globally, and that human error will always exist, it follows that there will be events like this happening from time-to-time. Certainly, there will have been many more near misses.
Sensors on cars for parking and lane departures sure hasn't eliminated car v car/building/tree events....

That 'slice' looks like it was reasonably far along the wing. Looks way more than say a hand breadth.

If indeed it was a WOW A330, then perhaps the winglet of the WOW aircraft is what has cut the tidy track into the elevator of NZ's aircraft.

To be clear, the slice is not on the wing, rather on the underside of the elevator (control surface) attached at the rear of the tailplane, look like the port (left) side.

This part??
This seems worse to me. That must have been some angle that WOW aircraft came in on. It can't have been coming in parallel to clip that part as it never would have cleared the wing. I'm not sure how perpendicular those winglets are to the wing but the picture of the 'slice' looks close to 45 degrees. Crazy...

Yes.
The entire tailplane is also known as the horizontal stabiliser, and the elevator is the moveable control surface. Your pic is of a B747.
I expect the WOW was being towed, and its wingtip simply 'clipped' the underside of the 777's elevator as it passed by.
