Napier air traffic off for 15 minutes

Sitting on the tarmac in Napier, the Captain announces a 15 minute delay a ATC has gone off for 15 minutes. This is a first for me.
Constipation?
Smoko?
Had to call his/her mother?
A quickie in the tower?

On Monday, there was 3 planes sitting on the tarmac waiting to leave, but no-one had turned up....it blew up in the media thanks to an MP
Police Minister Stuart Nash has hit out after his Napier flight was delayed for the second time in as many weeks due to airport staff lateness. The Napier MP took to Twitter this morning to air his frustrations after he said his plane from Napier to Wellington was delayed due to an air traffic controller turning up late for work."Air NZ Plane late leaving Napier by 20 minutes yet again; but for the 2nd Monday in a row it's because air traffic controller turned up late for work," he Tweeted.

Found this article from late last year too
A plane load of passengers bound for Hawke's Bay were delayed overnight, after the perfect storm of circumstances meant the airport closed before their plane could arrive......However, she was alerted at the airport her flight had been cancelled as the control tower had closed for the night. Accommodation was found for passengers, or they were told they could be flown to Auckland and then on to Napier yesterday, arriving about 6pm

That's crazy. Why doesn't it become an uncontrolled field when there is no one in the tower? Is that not permitted in NZ?

Think AirNZ requires at least an traffic advisory service. Pretty sure for PPQ the airport and airways had to get that set up.

And an advisory service wouldn't require less staff most likely and will still have same rest periods etc

The future is unmanned ATC services at regional airports. The 'last' bricks and mortar tower has just been commissioned at Nelson.

From the linked article: "Invercargill will be the first airport to launch a digital tower in 2020 and a contingency digital tower will also be in place in Auckland by 2020."

They won't be onsite but they will still have the staffing issues. And you have to be certified for an airport so there would still only be five staff but just happen to be in Chch.

Is it just me or is it not that big of a deal (especially so considering the frequency of the services)? Someone breaking down on the way to work in the morning can't really be helped.

Gisborne a few weeks ago they "lost" the key to the control tower and both the early Auckland and Wellington flights delayed. Have also had the ATC sleep in along with sheep roaming on the runway . . . rural life! at $500 bucks return . . . .

Seems things are getting weirder....

Police were called to evict a woman from the air traffic control tower at Hawke's Bay Airport after she became enraged at her husband - the duty controller.
...they did say this was back in August though
