Maybe I've used it differently over the years. Some bags, I have one, which are within the carry-on specifications simply don't fit the lockers in the ATRs. They are pretty tight and as someone said not avaliable at all seats. So I have used fastbag as a substitute for trying to squeeze stuff in. Not sure whether I have always had seat+bag, quite likely if an overnight stay expected. Routinely seen them being weighed.

No differentiation by aircraft type that I can see here:

One of my bags (just) fits the specs above at 116cm but no way it will go in the ATR locker. Many wheelie bags are a tight fit, I have observed.

I've literally never known this to be case in well over 60 flights in the last twelve months, though that's not to say that it doesn't happen.
