Without having any dog in this fight, I think tattoos are not viewed very positively in Asian cultures and NZ has been making lots of supportive Chinese noises recently.

Put her on domestic flights. Once people are in NZ they will be exposed to Maori culture and have the opportunity to see the tattoos cultural significance.
Its a bit much expecting a tourist in Asia on the plane to NZ for the first time to understand .

Disney changes dress code to allow employees to grow beards
Starting Feb. 3, employees can show up at work with a beard or goatee, as long as it is shorter than a quarter of an inch. But tattoos and body piercings are still forbidden.

First, they could grow a mustache, just like Walt Disney. Now, they can grow a little more facial hair but not quite enough to be like most of the Seven Dwarfs.
Disneyland announced that it's loosened up its legendary dress code — known as the Disney Look — to allow employees to grow more facial hair. But the rules still forbid visible tattoos, body piercings (other than the ears for women), "extreme" hairstyles or colors. (Shaved heads are OK for men, but a no-go for women.)

either way, the language in the human rights code seems like pretty good protection.
