Vouchers for Sale - Secondary Market?

Are vouchers transferrable? Given the number of vouchers out there ought to be some secondary market.

They are tied to the last name of the passenger.

Even if possible sale/barter would be prohibited.

The entire purpose of vouchers and part of the reason they are a lousy deal is that industry estimates are that roughly 30% of their value is never used. Useful for regular travelers and those who track them carefully, but generally a terrible deal, if avoidable.

Yes, but only if your flight was canceled by the airline. If it was a voluntary cancellation the voucher is non-refundable.

And the refund can only be proceeded on an account matching the voucher/pax name and surname.

While it is strictly forbidden to sell vouchers, some airlines allow you to transfer them to others. I have previously used my United, Aer Lingus and Swiss vouchers to book for family or friends

Are you sure of that ? IMO, refund is on the CC used for payment. And not all pax have a bank account (e.g. children)
