Maglev is 50 RMB each way if I remember right. And go at the right time to catch 432 kph (check wiki), otherwise it'll be only 300 kph.

Actually, it’s all becoming theoretical. I’m sitting in Jeju airport with indefinite delays while a typhoon between here and Shanghai is swirling things up. Probably won’t be time for a trip to downtown Shanghai the way it’s going.

Used the TWOV option a few times - PVG, Guangzhou, Xiamen, Beijing and never any problem, also if you just wanted to kill a long layover during the day. Note that in principle you have to inform your airline in advance you want to use TWOV - they then inform customs. Although I am pretty sure that the one time I decided on the spot to kill a long layover in PVG during an international-international stop I did not inform my airline beforehand - I just was given my waiver. Maybe if you have the bad luck to bump into the wrong officer.... Enjoying Shanghai during a 9 hour stop certainly works well, more than enough time. But take Maglev/metro, traffic can be horrible.
