It's normally 30k return for Europe 1 to Europe 3:

But for the all-Europe awards (and Tel Aviv is Europe 3 - I think???) it should be just 25% off:

So I would have expected (15k*0.75) = 11,250 miles one-way, 22,500 miles return.

This looks like a route with no Promo Award availability!

Is it 25% off to all destinations and 50% off to some destinations

Yes, the 25% off Europe offer had a longer travel time but a shorter booking period, which ended yesterday.

It doesn't give the 29 December date for the all-Europe offer on that page, and it never did. All the Europe specials (on AF and KLM) have now been removed from that page, as they are no longer bookable, but were shown with a last booking date of 29 November while they were still listed. The only Europe PromoAwards still mentioned are the standard 50% off awards on Air Europa, which observe the standard booking period.
