I would say yes if you have a flying blue status (gold or plat) as you have an international same day flight so lounge access is granted as per skyteam rules
However, this is delta.

Yes, if you have the necessary status (Skyteam Elite). However, the lounge dragon will need to manually input your international arriving flight.
If you don't have the prerequisite status, then the answer is no.

AF passengers in J get Sky Club access when departing ATL. Why would they not get it when arriving? I get arrival access on DL with my Amex Plat, so they do allow arrivals. Seems like you could just show both boarding passes to the lounge dragon, and you'd gain entry based on the J fare on the inbound.

Is your domestic flight in domestic First?
If the longhaul in J is Delta operated, you get lounge access on domestic connections to/from the flight.
If the longhaul in J is partner operated, the J flight must depart that day (likely for AF to ATL), and you must be confirmed in F or J on every segment of the journey. If you're confirmed in F, I'd say you definitely qualify, but otherwise it's open to question. Probably worth taking a shot.
