thanks for the encouraging words guys. Just thought I'd share the news: there was a "potential bag match" in Paris CDG. I had to call customer service, and they dug in the file and saw a little note that's four days old.
Why potential? Because they identified a bag exactly as described, same content. But it's navy blue, and I described it as black. Maybe it was navy blue and that's my bad, but it's been 4 days it had been identified as potential but never communicated with me.
I mean if the content is exactly what I described, and navy blue/black is pretty close... one would think I would be contacted to be asked if it was indeed black or navy blue.
anyhoo .. CDG teams are double checking the content again and if it is a match they will put it on the next plane bound for YUL. Good news this morning!

Update: luggage was identified more than a week ago. But that's it. They say it's at Le Kube in Paris but the staff has yet to send it (almost 11 days since they've identified it and located it).
Apparently Le Kube does not have a telephone number, so all they do is send an internal email. Everyday ... everyday I call lost luggage line, they send an internal email to Le Kube for them to send the luggage but nothing. And this is very frustrating and I don't understand how this can drag so long.
Today the agent on the phone told me "just let it expire and forget it, and just claim the 1,600euros". I was utterly shocked by this answer. All I want is my luggage, and they know where it is.

They are correct. If AF has delivered to a contractor and there is a later claim, AF will simply administratively debit the contractor.
Presuming that the EUR 1,500 (SDR 1,288 at current exchange) will cover your loss, that largely ends it. This is a straight commercial transaction to AF and nothing in it for AF to do any more work.

It is unreal to loose a luggage for three weeks ... three weeks.

Yes, it is unfortunate but no one is actually actively looking for your luggage. The system works such that it eventually crosses some inspection station at which case it is linked to you...good luck!

To be clear, AF is no different than other carriers.

Yes. Nobody actively looks for lost luggage. It simply shows up or it does not. Statistically, the percentage of bags which don't show up is so small that it is far cheaper to reimburse those few passengers (and bear in mind that it is fair market value up to EUR 1,500 and most passengers do not come anywhere close to that) than to pay people to go hunting around cavernous luggage bays around the world.
To be clear, AF is no different than other carriers.

but it did show up, 11 days ago on their systems that had a match. Why hasn't it been sent to me yet? That''s what I don't understand guys. The luggage is in Paris at Le Kube there must be a way for me to contact them and have them search for it in a room where all the lost luggage from February 5th is in no?

The better question is whether you can replace the contents for EUR 1,500.

I am surprised about all this if the bag as been localized and is at le Kube. Because there is a lot of automation there (I visited this facility as said before) and if the lost bag has been linked to his owner, it should be reprogrammed to the next flight available. As there is still a little bit of manual intervention despite the automation, I am strongly suspecting that there is not enough staff to take care of those "exceptional tasks". This is a really a problem with airlines at the moment because they have the absolute minimum number of staff to ensure the daily mandatory operations but nothing for the rest.

All it takes is someone to go fetch the bag which was identified by the system and is in a room where all lost luggage from February 5th are and someone just places it on the next fight for YUL. But ... no staff. I'm just shocked that after three weeks still no one has done the necessary.
I fear the luggage will be lost in the system forever. The 1,500Euros will not cover my belongings.
I have signed a derogation/exemption for someone in Paris to go to Le Cube this week and physically search or recuperate the bag. Someone on the phone today told me this could be allowed when he presents himself at le Cube.
I am not giving up. I really want to be united with my bag.

it's weird, luggage was found on Feb 7th (2 days after travel). But lost again at Le Kube on February 12th. Now 21 days later since the flight they've admited official lost and are only willing to offer 900 euros as goodwill to cover luggage items. I had items in it that were valued at 3,000$ USD and I am trying to explain this to them. Even the Montreal convention states 1,600 euros I wonder how and why they are low balling me with 900 euros. I swear this is unreal and incredible and very hard to keep my cool with AF. Any tips on how to go about this?
I found the head manager at Le Kube on LinkedIn who admitted they've done physical search but have not found it. On the system is shows a last seen physical location but in reality it is not there.(stolen? disappeared?)
