Is Basic fare not valid for open jaws?

I don’t generally buy Basic but family wants to fly YYZ-YEG/YLW-YYZ in Basic. I have one promo code so would like to book open jaw. Agent says no basic for open jaw and website does not offer. Anyone know if agent is correct?

Domestic basic fares generally have this rule for combinations:

"END-ON-END",
"END-ON-END COMBINATIONS PERMITTED. VALIDATE ALL FARE",
"COMPONENTS. IF THE FARE IS USED END-ON-END MUST BE AN A-",
"B-A COMBINATION. SIDE TRIPS NOT PERMITTED.",
"PROVIDED -",
"COMBINATIONS ARE FOR CARRIER AC IN THIS RULE AND",
"TARIFF.",

This means you can only combine the fare with another one going in the other direciton.

I’m trying for basic for both bounds. Also, the wait to reach res is pretty bad when 75k line has a 45 min hold time!

A-B-A means you can only book say YYZ-YEG and YEG-YYZ on one ticket. You cannot combine what you want.

Is there any reason why they cannot book 2 one way tickets?

OP noted that they want to use a promo code.
