I suspect you may be right. For me it will mean BA rather than AC on flights from LHR to anywhere BA flies in Canada. Objectively speaking BA is better in about every respect except for the lounges in Canada.

It seems the current promotion allows for one free change, but the cancellation fee remains equal to its usual value. I just booked a P fare to Japan, and the rules state free change but a $600 cancellation fee. |
The promo seems to indicate that new bookings only should be eligible for free seat selection. But I was able to select standard seats for an existing September 10 booking.
