I get the part about not having the ID card, but I thought it was pretty standard to register any animal prior to the flight for every airline...

I suspect the crew in Minnesota are going to get a talking to...

Did I read this right? She did not do the proper paperwork yet they let her in in Minnesota, to deny her on the next leg?

Sounded like it was a roundtrip MSP-YYZ-MSP. Allowed to board in MSP for MSP-YYZ, not allowed to board for YYZ-MSP. Yes it should've been addressed at MSP before letting her board that outbound flight. Sometimes letting somebody pass "just this one time" causes trouble down the line, like it did here.
