Contradictory info about allowed changes with Basic Economy

I'm looking at a RT to Italy on Air Canada, and aircanada.com is giving contradictory information about whether any changes are allowed (either free or for a fee) on Basic Economy tickets. The first choice presented between Basic/Standard economy says both allow free changes, then after selecting flights it says that Basic Economy allows no changes at all. The definitive word on this is the underlying fare rule, right? But I'm not confident that I can interpret the nuances of the way it's written. Recommendation on how I can get a definitive ruling on this before booking?

There is a flexible change and cancellation policy that is over and above the fare rules here: https://www.aircanada.com/ca/en/aco/home/book/travel-news-and-updates/2020/covid-19.html# , under changes and cancellations.

Oh, thanks for that. I guess in the places that the website says that no changes are allowed it's reflecting the fare rule, and in the places where it says that changes are allowed it's reflecting the overriding covid policy in that link?

Sure is confusing when they try to upsell in so many different places but have different information about what are the policies for each fare level!
