Expertflyer and P class

Have been looking at booking YYZ-PVR, 31/12/19 out, 5/1/20 back. Premium Rouge. For a long time there was no P on the return. It opened up last week on EF, and was bookable on AC, about $1600. Looked again yesterday, EF still shows P8, but AC will only price out Z on the return (P for the outbound). I don't see any difference in the fare rules for P and Z so am assuming EF is inaccurate. I think it was P9 prior so perhaps this really meant P1.
Any insights/experience? Thanks

I think AC has been tinkering a lot with their flights to Sun destinations to sort out the schedule impacts from the 737 Max. I had an expertflyer alert for P space on a flight to SJD, and it opened up a few days ago, and went from J9P0 to J9P8, and then within a day or two went to J6P0, as it appears they'd reduced it from 3 weekly to 2 weekly and consolidated some flights. It seems like things are in flux right now, particularly with their flights to Sun Destinations around Christmas, so they may be restricting some lower fare buckets until they fully work through the schedule changes. Just speculation and observations, but that's my guess. It seems like schedules around the holidays are changing quickly, so I'd expect it should settle out within a short period of time (hopefully days rather than weeks).

But the flight actually shows as P8.

ITA matches @MaxFlying's experience, where it gets P outbound and Z return. I can't figure it out either.

For the one I mentioned above, I saw a similar example where when P opened up, it still didn't price out as P when I looked at it on the website. Then when P disappeared and then schedule change was reflected on the website, it made more sense why they may not have been selling P fares a couple days earlier, as they were changing the schedule and consolidating some flights. My guess it they may be doing something to avoid selling lower fare buckets while they're tinkering with the schedules, so maybe there's some type of restriction that prevents the fare class from being sold temporarily? P may open up based on their algorithm, but they're planning to change something to there's some type of temporary hold?

It's an RM decision. This is when ExpertFlyer fails; AC RM can factor the existing itinerary into availability. Those of you searching individual flights are not getting the full picture.

Here's AC1847 availability, searching on it's own:
1 *AC1847 J9 C9 D9 Z9 P7 R0 Y9 B9 M9 U9 H9 Q9 /PVR YYZ 1 145P 715P E0/763 4:30

Here's AC1847 availability, searching when already holding 1 P class seat on AC1846 on 31DEC;
1 *AC1847 J9 C9 D9 Z6 P0 R0 Y9 B9 M9 U9 /PVR YYZ 1 145P 715P E0/763 4:30

P is not just open or closed; it is more complicated than that.
