Aeroplan miles refused on LH Cityline

Aeroplan miles refused on LH Cityline
I flew FRA-BSL on 5 June and BSL-FRA on 8 June, in C and J respectively.
AE miles didn’t post after 8 days, so I’ve submitted missing miles request. It’s been declined by AE/LH, along with every subsequent request where I’ve provided BP and e-ticket details.
Every time the email from AE indicates these 3 reasons for declining, which appears to be standard boilerplate:
AIRPORT INFORMATION DOES NOT MATCH THE FLIGHT NUMBER PROVIDED
AIRPORT INFORMATION DOES NOT MATCH THE TICKET NUMBER PROVIDED
FLIGHT IS NOT ELIGIBLE FOR AEROPLAN MILES
I’m left thinking the only reason is that LH Cityline flights are excluded from AE mileage accrual. Can anyone confirm or an I missing something else?

EARNING AEROPLAN MILES WITH LUFTHANSA
I have a post here from 2009 when I booked an E fare on LH and I did not receive AP. It cost more than Air Berlin and others, but no AP and that was the only reason I bought on LH! I should have checked the chart before buying as I do now when I book non-AIr Canada.
- Earn miles when you purchase an eligible booking class and travel on flights operated by Lufthansa, Lufthansa Regional and select Lufthansa Train service. Some exceptions may apply.
