Not just in the west. YYZ-YQM continues to be served by a mixed Q-400 fleet, with at least one fin having the smaller bins. It makes it a bit of a challenge when your bag fits in the overhead bin going out, but not on the return leg.

Did they have a sky check cart outside, by the plane? If so it was a DH1 or a DH3, not a Q400.

I've taken MANY segments on the Q400s in the west lately (YYJ-YVR, YYJ-YEG, YYJ-YYC). Almost always I get a small bin. Pretty sure they sent most small bin fins to the west for consistency. I'm actually considering buying a new carry-on because of it. I wrote to Air Canada asking for new bins to be installed or sky check service months ago and they didn't even reply.
This is also why I started a thread about checking FINs prior to departure.

What was the flight number and date of travel? We should be able to find out exactly which aircraft you travelled on with that info.

Lo! OP, Air Canada has heard your call! Starting Dec 18, they have seen fit to bestow on you, one (1) daily return flight to YVR on an A319!
Not only that, in their munificence, they have also added one (1) daily return flight to YYZ, also on an A319! Although you have to deal with Rouge on that one, because it's...warmer than Kelowna. Or something.

I have a picture a spotter took from the old T1 of the old T2 and right off the end of the building on a non jetway gate was a Great Lakes Convair 580, and an Austin HS748. Both airlines merged in to Air Ontario, subsequently becoming Jazz.
What those must have been like to fly across the province on.
