They had that on the 787 for about 5 minutes then they discontinued it

No they don't.

The don't answer the phone, as far as we know, and if you find them, they are always busy doing other things.

No they don't.

so how do you get access to concierge services as a business class traveler ?

Still waiting an answer on that ;) I believe if you can locate the office you may be able to speak to one. If you have the time and energy to locate their office I wonder if you’d still need one.

And I thought it was just something I’d missed. Other airlines do it of course, maybe the guy confused AC for a four star airline.

So comfortable that is way harder to sleep in compare to the old pods lol. Thanks to the stupid tray table placement and that annoying airbag that could not have been placed in a worse location.

There are always some in the Signature Suite. I know that's only in YYZ, but if you're in YYZ and are entitled to concierge service through your ticket, you can go into the SS and talk to them.

LOL. The last time I had an issue on US Transborder, I called for a Concierge. Of course, no one answered. I left a call back. I walked down to the fancy checkin area at the other end of the terminal, and found one. She was busy playing on her phone or something. Still didn't have a callback.

So yes, with the AC Concierge service, you have to go physically find them.
