As per AC Signature Suite page - July 2, 2021
* Air Canada Signature Class customers travelling on an Air Canada-operated flight (to Europe, Asia and South America) originally booked and ticketed in the following booking classes will be eligible for access to the Air Canada Signature Suite: J, C, D, Z, P. Only Aeroplan flight rewards booked as a Business Class Flexible Reward or a First Class Flexible Reward in J, C, D, Z, P, I booking classes are eligible for access. All bookings in R class (including, but not limited to, eUpgrades, Last-Minute Upgrades, and AC Bid Upgrades), Aeroplan flight rewards booked as a Business Class Lowest Reward or a First Class Lowest Reward, Star Alliance Upgrade Awards, Business Class flight rewards booked and ticketed by partner airlines, and I (including Star Alliance Upgrade Awards), as well as bookings made during irregular operations where the customer was not originally booked and confirmed in one of the eligible booking classes, will be excluded. Eligible customers may not invite guests. Access to the Air Canada Signature Suite is not available to customers travelling on promotional tickets or employees.

I think the calculations might be a bit flawed, if you are trying to calculate maximum occupancy. A 3 hr delay with trip-7 will have a bigger impact on occupancy than a 15 minute average delay.
if you go with a 15 minute average delay, shouldn't your formula assume each passenger will spend an extra 15 minutes in the lounge (planned time plus delay time)? This answers Dorian's question with regards to affect on occupancy.
When I was in the Polaris Lounge, they were announcing flight boarding and delay.

However, I think a more realistic view is that there will always be a range of people in the lounge ... some will arrive early, others won't ... and I think that approach will nicely handle the worries about the delay time, too.
So, I added an extra column (I had to create my own copy of the spreadsheet, because the cow was so controlling with his copy ). This column assumes that ⅓ the guests will stay for 1 hour, ⅓ will stay for 2 hours, and ⅓ will stay for 3 hours. I was curious if that would nicely round out to the 2 hour average, but as these numbers are non-linear, it doesn't ... sometimes it's higher than the 2 hour col, and sometimes its lower. But I think it's a more realistic estimate.

DUB has 27 J seats (A330) and EZE has 40J (currently 77W)

True, no showers, but it is set up more like a high end restaurant. The food is very good.

I also wonder with that analysis, if the lounge would be severely overcrowded if they included other *A carriers to use it, primarily the evening bank with LH, SN, OS. (And maybe LO, TP, TK if AC likes them).

I complied the schedule data for July 2018 (as summer schedule often has more flights). I included all the Asia flights as well. Also included new seasonal destination of KEF and SNN as I assume they also are getting access. I also indicated operating day for each flight (Day1 = Monday, Day7 = Sunday).

[crude assumptions] that's over 400 potential visitors jockeying for space at dinner-time. If they've got capacity to serve 100-150 at peak period, makes complete sense to cut that number down, at least to start, and figure out how many choose to come, when, and how long they linger.
Assuming 75% of seats in business class are revenue and every passenger goes to the lounge. [Great charts, with this and other assumptions, showing it's easy to get to 100-150+ at peak periods with plausible assumptions, but also very likely to be at a lot less most of the time.]
