As per AC Signature Suite page - July 2, 2021

* Air Canada Signature Class customers travelling on an Air Canada-operated flight (to Europe, Asia and South America) originally booked and ticketed in the following booking classes will be eligible for access to the Air Canada Signature Suite: J, C, D, Z, P. Only Aeroplan flight rewards booked as a Business Class Flexible Reward or a First Class Flexible Reward in J, C, D, Z, P, I booking classes are eligible for access. All bookings in R class (including, but not limited to, eUpgrades, Last-Minute Upgrades, and AC Bid Upgrades), Aeroplan flight rewards booked as a Business Class Lowest Reward or a First Class Lowest Reward, Star Alliance Upgrade Awards, Business Class flight rewards booked and ticketed by partner airlines, and I (including Star Alliance Upgrade Awards), as well as bookings made during irregular operations where the customer was not originally booked and confirmed in one of the eligible booking classes, will be excluded. Eligible customers may not invite guests. Access to the Air Canada Signature Suite is not available to customers travelling on promotional tickets or employees.

Okay, here is 75% of J is revenue of which 75% go to the ACSS and 20% of those bring a single upgrade/J reward guest.

There is a difference between "can accomodate up to 160 premium fare customers" and having everyone comfortably find an open seat/table.
My son counted 142 seats (well, plus 6 restroom seats)
42 side room and round "soft lounge" area
42 central/buffet room
10 at bar
48 main + private dining tables

Even at 160, it could be cramped by 100+pax. People not sitting in their preferred area, parties of 1 or 3, not wanting to move someone's bags and share half a table with a stranger who has their bare feet up, etc.

Maple Leaf Lounge = MLL
Signature Select Lounge = SSL

And while I can’t find the one to quote as my cell keeps flicking on this thread ... What I would expect is AC to provide a link / image to their article about this new lounge on their front and news page. But then AC isn’t known for their ability to perform complex IT tasks so I digress.

I can’t remember the exact rules but the arrival lounge at LHR is pretty restrictive. J cabin or SE, I think. Not sure how they handle AE J tx. Anyone remember?

It's not an MLL, but a United arrivals lounge - anyone in J is fine, even Aeroplan tickets, e-upgrades etc. If you're not in J, then you can also access Only exception is SE if you're in any cabin (+ 1 guest)

This is a good point. Maybe they aligned this ACSS lounge to the arrival lounge at LHR?

If someone doesn't chime in on policy for that lounge in particular I will know very shortly and chime in accordingly.

It only says International Business Class customer with no fare class restriction, I am assuming business award, LMU, Bid would all apply.
