As per AC Signature Suite page - July 2, 2021
* Air Canada Signature Class customers travelling on an Air Canada-operated flight (to Europe, Asia and South America) originally booked and ticketed in the following booking classes will be eligible for access to the Air Canada Signature Suite: J, C, D, Z, P. Only Aeroplan flight rewards booked as a Business Class Flexible Reward or a First Class Flexible Reward in J, C, D, Z, P, I booking classes are eligible for access. All bookings in R class (including, but not limited to, eUpgrades, Last-Minute Upgrades, and AC Bid Upgrades), Aeroplan flight rewards booked as a Business Class Lowest Reward or a First Class Lowest Reward, Star Alliance Upgrade Awards, Business Class flight rewards booked and ticketed by partner airlines, and I (including Star Alliance Upgrade Awards), as well as bookings made during irregular operations where the customer was not originally booked and confirmed in one of the eligible booking classes, will be excluded. Eligible customers may not invite guests. Access to the Air Canada Signature Suite is not available to customers travelling on promotional tickets or employees.

Because I felt your reply to my post
....made no sense in light of the fact that this is exactly what I was explaining to @hydrogen.
I paid money to upfare my PE ticket, you paid money to upfare your Flex ticket. The end result we had paid business class tickets and those entitled us to access the Signature Suite.

It was simple. I bought a ticket that was PE.
A few weeks later I called AC and paid to upfare to business. The P fare was available and I paid the difference.
On the revised ticket, it showed this
BTW, I wouldn't exactly call $5,000 P fares "bottom feeders". Sure, maybe compared to $10,000 walk-ups....

Not sure why the bottom feeder term ever got created.

Further, if an employer or client sends someone on a 16 hour flight in Y, that person can either lose their sanity or spend their money to improve their "comfort" (such as it is). And I am well aware that some people can't spend the money. We all have choices.
I know people who buy up to PE, even if it is Y+, I know others who buy up to J - depending on the fare of the day.
We all know this.
What matters for the Suite is a paid International Business Class fare consisting of any one of the 5 alphabet soup letters mentioned, and destinations listed. It would be very foolish of AC to offer customers to buy up to Business - thus paying the actual cost of business but having bought it in 2 parts, get the Business experience onboard, earn the COS - which does to happen with LMU or Bid - and then be told, sorry, you don't get access to the Suite.
While I am happy that I've been there a few times before my AC 15 flights, I will not re-route myself to fly TPAC ex-YYZ at a higher price or less convenient schedule than flying via YVR for eg., just to get access to the Suite. None of my numerous TPE or NRT or HKG trips via YVR, or BNE, allowed me access for all the reasons we know, despite the fact that my J tickets qualified me.

They could have written "....not available to customers......, or to employees". Grammar, such a small thing.

Access on UA ticket
I am on a paid UA P class ticket with a flights from LAX-YYZ-DEL all on AC. I am assuming I will have access. My other question is will I have the BMW escort from my connecting flight from LAX?

You definitely have access.
I'm not sure if we have any reports of ITI BMW experiences, but that doesn't mean much.
On the other hand, I can pretty much guarantee the BMW will not save you time on that connection. If you're flying LAX-YYZ on a widebody, you're looking at 5 minutes from aircraft to SS.

Food in the lounge is actually quite good, and wines are decent. But then, the big guy next table ordered a hamburger. Feels like serving pearls to pigs... Which presumably is the argument used to justify AC serving cheap wines in J. I guess you can’t win.

The SS burger is literally the best burger I've ever had. Do you really need to come here to judge people based on what food they like to eat?

I'd suggest you try the hamburger - it's actually one of the best I have ever had and goes very well with a glass of Moet Rose.

It's not the best hamburger I've had, but it's easily the best one I've had in any airport restaurant / lounge and maybe even any hotel.

While I can't comment upon the SS-burger*, I've had a burger in UA's Polaris lounge and it was excellent. I assume the offering in YYZ is of similar quality.
