Are Premium Economy TATL awards ever released?

Are Premium Economy TATL awards ever released?
Sorry if this should be merged into an existing thread about *A award availability using Aeroplan miles. I searched up and down for one but came up blank.
I'm specifically wondering about TATL Premium Economy award availability on AC, LH, or SK: is it ever released to Aeroplan? I normally collect UA miles, but I have a few AC miles to spend, and I've literally never once seen PE offered in any TATL *A search results, even when both Y and J were wide open -- this despite the drop-down specifically mentioning PE.
Am I missing something? Is there a trick? Or do they have to be booked over the phone?

Expect to pay a lot in taxes with AC too. You are may be better off going J and flying a carrier without those taxes. That takes more points of course.
