Another data point as I just caught up with a colleague.
Her husband had been SE100K for many years, and my colleague always benefited from being gifted E50K.
His work situation changed, and he is no longer flying with OPM as often. Now he chooses lower cost flights, esp. for TATL (still J if possible). This involves using multiple airlines and no longer a preference for AC. He managed to pass E35K on AC, but missed E50K
Just before Christmas he was sent an offer to buy up to E50K for $900 (based on her recollection). They mulled it over and didn't think it worthwhile. My colleague herself was very close to E35K, so did a segment run to YUL (from YTZ) before Christmas, which cost less than $900. So now they'll both be E35K in 2019.

My colleague mostly travels between Toronto and Montreal (has family there) and reaches status by segments. AQD was not a problem for her.
Her husband passed AQD, but not AQM for E50K (I think she said he needed approx. 3K more AQM), but I don't have exact AQM, AQS, AQD details (because she didn't).

Got an offer for $599 to buy up to E35K. Probably won't do it (not big enough difference), and I'll probably travel enough this year to make E35K on my own (2nd kid born in the fall, so didn't fly for about 2.5months on either side of birth).
Maybe come Feb, I'll send a message on Twitter to Altitude and see if they'll just give me the freebie given my AQD. Not a big enough benefit for me to pay for the $599 out of pocket, especially given I get lounge access via Amex Plat and have Nexus for security lines (though agree with someone above, sometimes I just use the Amex priority lines as the Nexus lines tend to be really long some days at Pearson US trans-border!)

The emails with offer to buy-up would come directly from Air Canada / Altitude, not Aeroplan. I believe that even if you did not opt-in to the marketing emails, they will reach out to you if you qualify for a buy-up offer (sent to the email you usually link to your AC tickets).

The emails with offer to buy-up would come directly from Air Canada / Altitude, not Aeroplan. I believe that even if you did not opt-in to the marketing emails, they will reach out to you if you qualify for a buy-up offer (sent to the email you usually link to your AC tickets).
I was not going to take the buy up offer but put a few more miles on at the end of December and the offer price dropped from 449 to 379 for Prestige status. At that point the cost of the benefit appeared to deliver enough potential value over the next year to justify the purchase. I guess I shall see if my theory holds true at this time next year.

However, if you have not, it sounds like you expect to be E35K again anyway this year, and have CC benefits which more or less give you the same use. You could try “banking” (sitting on) your parental benefit if you expect travel to slow next year. You will be well within 18 months reasonable for taking parental leave at that time.
ie. Early qualify E35K 2019, which also
Qualifies you for E35K 2020, then
Take it easy/leave in early 2020 and apply to AC somewhat later,
Which may carry E35K into 2021.
* I have no evidence this will be considered acceptable, however it does seem the parental program may have some flexibility, rather than strict rules.

That's where E50K/*G makes the biggest difference, IMHO.

Interestingly, I received a reminder that the buy-up ends this week. I completed the requirements for 25K on December 29 but I have not been swept-up yet. When I click on "Buy Now" in the reminder email and enter all my info at the login screen, it then similarly tells me that I'm not eligible for the offer. So it seems to know I've qualified already, despite the fact that the Altitude site still lists my status as "qualification pending".
