Is the LH upgrade availability restricted to T-14 like with award tickets?

If you mean J to F, I assume so.

I helped a friend upgrade BOM-FRA-EWR a while back, and the space for BOM-FRA opened up while he was in the BOM J lounge, and the FRA-EWR sometime after that. I've found LH to open up O space VERY close to departure (beyond what would appear at T-14).
