Well before you go and criticize AC IT I'll bet you checked this seat map from your work PC. If you have browser restrictions you'll get the above basic seat map and not the one with their fancy new graphics. Try it with another browser at work or on your home PC and you'll get a different view.

Since you asked:

Original screen shot was from work laptop (Windows), using Chrome, via wifi at hotel, VPN to work turned on.

Just used personal laptop (Mac) from same hotel, using Firefox, no VPN, same result

It's AC IT all right...

I do see a normal 333 seat map for that flight. With some seats still available.

I was accessing it via the "Change your seat for itineraries booked through a travel agent" route. I am booked in Y but waitlisted for upgrade. I suspect it is that combination of things that was never tested properly. It is still doing the same thing when accessed via that route.
