I think I've only ever heard zone 1 & 2 called together once in recent memory, and that was a flight that was a US outstation to YYZ earlier this year that was maybe a third full and the sum total of zones 1 & 2 were me and some other guy.
I think part of the issue is the gates that have zone 1 & 2 lines together. They've pretty much fixed that at YOW but it seems to be a problem at a lot of YYZ gates, especially for the smaller flights. If you're going to enforce the zones, signs enforcing the zones help.

New Zone signage? To match the new "look".

Its ACs new enhancement.
Zone 1 is *G which includes E50k+
Zone 2 is *S which is P25k/E35k and CC holders
Zone 3 is everyone else

Which is confusing.
But then, it isn't rare that AC staff and contractors alike call out 1&2 together, or just general boarding, and it almost never happens that they inforce things when people are jumping the line.

Well certainly if I didn't know any better, as a Star Gold I will go queue up anywhere in an unfamiliar airport that the Star Gold branding is shown, be it a security line, check-in desk or boarding line.

Only the zone 2 has the Gold logo like that.
Therefore, I'd assume it's a bug.
The bugs are everywhere. Like how you need R space.
Edit: on a somewhat unrelated matter, fine lanes solves the vast majority of my issues with zoned boarding. People are lined up. There are no 2s blocking 1s, or 4s blocking 3s.
Now, this is a YVR-SFO. This did not work on YYZ-MUC. But it definitely worked here.
