YYZ atc delays and getting stuck on board AC369 on the tarmac

YYZ atc delays and getting stuck on board AC369 on the tarmac
AC369 is stuck in BOS on the tarmac since around 8:20. Its not too bad I've definitely had worse but what strikes me this time is that the YYZ atc restrictions were in effect 30-60 min before boarding... kinda lame forcing us to board like this and then the captain said thy just found out after boarding when I could see flightsats showing a delay before boarding.

Landing in YTZ on Sky Regional tonite (Q400) it was my 2nd most windy landing experienced. Landing towards the West, later learned winds were out of NW at 50km/h! Is there is maxium headwind limit for Q400s?
