Sounds similar to Cathay Pacific's "Invitation" level: This is given out to VIPs like top HK Government Officials, movie stars and a few CEOs -- plus Cathay Pacific's legacy lifetime members.
Invitation has the exact same perks as their top tier "Diamond".
CX also have an uber-top tier, Diamond Plus, which goes to the top 1% of Diamonds by revenue (reportedly spend > $150K / annum)

Interesting thread. I was wondering about this VIP thing after I heard about it below but just assumed it's dignitaries, high office government officials etc. So Here is a another piece to the puzzle which I have posted a couple of times in the concierge related threads before:
So looks like, at least per the LHR concierge, SE still receive higher priority although I'm not sure if it makes any difference at all...

This service is firstly given priority to our Super Elite Members as
stated in the Super Elite Aeroplan package.
Concierge service is also available to our VIP guests who have
been given special invitation from Air Canada.
The service is then available to our Executive First Class guests.
I hope that the above clarifies any questions that you may have.

How do I qualify? How do I requalify? I spend $X on Air Canada. How come I haven't been invited? How many eUpgrade credits will VIPs get?
Air Canada has been strangely silent on this thread now for over 28 minutes. Of course, Canadians always accept being screwed around like this, so I expect nothing to change.

so I dont see it as SE being higher than VIP, but rather its left unmentioned.

1. Using your right hand, extend your pointer finger, folding the other three fingers inward.
2. Extend your thumb outwards at a 90 degree angle to your pointer finger.
3. Place the back of your right hand on your forehead.
4. Greet the TSA/CATSA security guard, slowly saying the 3 secrets words... LOO-HOO-ZER.
5. Enjoy the accompanying pat down to confirm acknowledgement of the handshake.

You can bypass pat down procedures by entering a special code on your mobile, then send it to CSIS. They will grant you access directly to the gate and give you another code so you can get on the plane before FA and pilots get on

A couple of months ago, a concierge I know quite well was telling me about this new program. I was told that it is for executives or "special" customers that may not necessarily fly a lot but who may have a role in selecting air carriers or "promoting" air carriers. For example, a CEO of a company that spends a lot on travel. The idea is to give them the ultimate AC experience and to make them feel special. Or, a VIP who may spread the word... Sort of like giving jewellry or clothes to the movie star.
This person also confirmed that VIP status is higher than SE, but essentially offers the same priveleges.
