Is the account balance from the phone system up to date?

I recently booked a YYZ-HKG J class reward for 100K points but then discovered that there is a award sale and rebooked it for 75K points.

The agent told me that the 100K will go back into the account and will take out 75K. He said that it should show immeidately because I requested e-ticket.

However, it's now couple weeks after that and my account on both the web, fax back and phone system still is the old balance. I am wondering whether the agent actually did it right because he did something really wrong already for the second booking {missed booking a YVR-YYZ for the ticket}.

Just phone SE desk. This should have been immediate. Phone system is up to date (for me--just phoned)
