Cell phone usage on the ground

As I posted back on page 2, an exemption from the regulatory limitations in Canada was first made available in November 2007. Information related to the procedures for testing was published in an advisory circular in 2008 and is based on the RTCA DO-294B document.

One condition from the exemption states the following:
The use of TPEDs when engines are running shall be permitted only during the taxi in phase and in accordance with section 602.86 of the CARs pertaining to the stowage of Carry-on Baggage, Equipment and Cargo;
The basic regulations in play are:

602.08 - Portable Electronic Devices
602.86 - Carry-on Baggage, Equipment and Cargo
705.40 - Passenger and Cabin Safety Procedures
725.40 - Passenger and Cabin Safety Procedures (subsection 3 - Use of Portable Electronic Devices)
705.42 - Carry-on Baggage
725.42 - Carry-on Baggage

In general, the limitations are similar to those of the US:

91.21 - Portable electronic devices
91.523 - Carry-on baggage
121.306 - Portable electronic devices
121.589 - Carry-on baggage

You forget I fly UA, they have allowed phone usage for years! Rules are the cornerstone of bureaucracy and work/job padding in Ottawa nothing else.

My point is this: I realize that there are thousands of rules and regulations that we follow, whether we agree with them or not. Sometimes, the regulations are clearly "wrong". There may be channels (like this one) that influence the change in the regulations.

However, while the regulations are in force we cannot selectively decide to follow them or not, otherwise we might as well have anarchy. Maybe have a forum here and we can collectively vote on the ones that we are going to follow?

Note: As I said earlier, I am not advocating that all regulations are correct.

Taking (potential) risks for yourself is one thing. Potentially putting other people on board at risk too, who did not make that choice themselves, is very different.

No cell phone use allowed during refuelling - AC 190, YYJ-YYZ, Oct 24, diverted to YXU for extra fuel, pax allowed brief cell phone use until refuelling started.

And for all those who use their phones when they think it is OK, including when those pesky rules say not to, do you by any chance also use them when going through immigration and customs?

Landed on AC18 in YVR and was told we could turn them on after all wheels were on the ground.

I usually used the UA rules anyway
