Namibia visa question

A friend of mine from Sweden who is volunteering at an organization here in Namibia. He entered the country on a three month tourist visa but his return ticket doesn't leave until 3 weeks after his three month period is up and the ticket does not allow any changes. After dealing with Namibia's department of Home Affairs on a number of occasions I have found that they are horribly disorganized and the chances of them granting him an extension are about the same as winning the lottery. So I guess what we're wondering is if he were to overstay his visa what the chances are that he'll have problems dealing with immigration on his way out and if so what the problems might be. If anybody has any experience with this I'd appreciate your thoughts

Find out what the fine structure is. This happened to me in Angola. It was $7 dollars a day for the overstay, which of course is preferable to seven years ;)

Could he just take a weekend trip to Botswana or South Africa and then
re-enter Namibia to get another 3 months visa-free as a tourist?

Unfourtunately this isn't an option as the visa is good for three months in a one year period. He's decided that he's going to attempt the extension and see what happens. We know some people with connections to Home Affairs who will hopefully be able to help us out if all else fails.

Can a Namibian tourist visa be arranged at the airport upon arrival?
