Haven't decided. Am open to either. I'm a very quick traveller in general and have squeezed a lot into a short time, although that was in cities that didn't have a reputation for traffic jams.
As long as you don't try to enter Kampala during the morning rush or leave during the evening rush there's no traffic to speak of. It's nowhere near as bad as Nairobi. And the road from Entebbe is usually fine, especially if you are good at passing slow trucks.

The Speke was very, very nice to have lunch at. I think for 3 of us it cost right at 90K UGX (~$35) total. If you're a mzungu (and I'm not trying to be racist), then you will have no problem getting into the Speke. After our driver dropped us off at the front door, he had a hard time getting them to let him in to join us for lunch. Of course, the Speke is not a good representation of the rest of the country. Not sure where you'd want to go in Kampala, other than just drive around and see the city. Someone else may know better than I though.

I think I'd go to the central market of Kampala to really get a flavor of the place if I only had a few hours. You could also find a cheap hotel room there for a few bucks to take a short nap if you are tired.

Right now, actually, I'm wondering if there is a good place to stow luggage (I won't have much, but really don't want to lug my laptop bag everywhere). Wonder if any hotel in Entebbe or Kampala will have a day room or something like that ...

That is what I was suggesting. You could get a day room for probably less than $20 in town near the market. I'm not sure if the airport has a checked luggage facility, but the airline might take care of it for you. Are you flying in and out on the same airline? Or will your onward airline office be open when you arrive? I would give it a shot.
