Breaking: South Africa to remove unabridged birth certificate requirement
"When asked if foreign travellers to South Africa would need to carry a copy of the unabridged birth certificates, Dr Motsoaledi said: “Not at all. We have given the instruction that it is no longer wanted. You don’t have to carry it. You don’t have to produce it.” "

DHA website seems to have been updated today.
Department of Home Affairs - UPDATED ADVISORY NOVEMBER 2019: NEW REQUIREMENTS FOR CHILDREN TRAVELLING THROUGH SOUTH AFRICAN PORTS OF ENTRY
Seems only a valid passport is required now for foreign visa exempt children travelling with any parent or guardian.

Recent field report for entry/exit with one parent and kid.
2x entries into CPT via international flight. Parent NOT asked at check-in (one check in at LHR, second check in at IAD) for any proof of or permission to travel documents. Upon arrival at CPT passport control/immigration, no request for paperwork. On one of the entries, the officer did state to make sure parent had the paperwork on the outbound/return from CPT.
1x entry out of CPT. Nobody asked at check in (VS FWIW) for the paperwork. At outbound passport control, was NOT asked for the paperwork.
1x entry out of CPT. Nobody asked at check in (UA FWIW) for the paperwork. At outbound passport control, officer DID ask for (and reviewed) the paperwork and parent/child were sent on their way. Paperwork returned to parent by officer.*
*The SA officer complimented the prepared paperwork package. We prepared the form ( available at http://www.dha.gov.za/images/PDFs/Pa...Format_v8.docx ) with original ink signatures and included/attached copy of each of the following: parent #1 passport, parent #2 passport, kid passport, kid SA Unabridged Birth Certificate. Each of the attached documents were Certified by (US) Notary as true copies of original documents and included Notary's raised seal.
