Stobart Air Carryons

We have an upcoming flight EDI-DUB on Stobart Air. I have a question about carryons. The email they sent me about the flight seems to imply that we are allowed a carryon and a personal item. However, this page:

suggests to my wife that we can only take one item onto the Stobart flights. I think it is just saying the carryon limit is smaller, but we still get to have the personal item, too. Who is correct?

Its normally an ATR 27 they use, its "snug" to say the least.
Your carry on will probably be as big as the cabin!

Stobart allows 2 bags. GLA-DUB on an ATR 72-600, had to check my carry-on, but still had a small shoulder bag with me. some people got roll-aboards on as carry-on, so they must have been smaller than the limit.

Well, we paid to check a third bag to get down to one bag each, only to watch several people carry on more than one bag, some of which clearly looked larger than the stated limits. Saw no evidence of bag measuring or weighing. Ah, well. We made it on the flight without hassle and that was really my goal.
