Is it permitted to fly the same North American (non-transcon) sector twice?

The title says it all.

I just got off the phone with the (usually reliable) AA RTW desk.

I was just beginning to rebook a DONE4 that had begun last December in NRT, but got told that I could not fly:

TPA-ORD-YOW (stop) YOW-ORD-TPA (stop) TPA-ORD-LHR-NBO (stop) etc etc

I am within my NA sector count. But was told that I was flying TPA-ORD twice, and that this is against the rules.

I've just gone through the star file again, and I can't see that rule, but maybe I am just (a) tired and (b) hopeful.
