course it can. BA aren't obligated to fly to Sydney. They dropped Melbourne whilst the JSA exists and they can codeshare on QF to Australia

Both BA and Qantas have to serve the UK and Australia with their own metal.
If Qantas pulls out of the UK or BA pulls out of Australia then the JSA becomes void.
